Managers can indeed, use culture as a tool to achieve unanimity of responses in the employees and incorporate ethics in the work practices. Smooth functioning requires development of a coherent culture in any organization. A coherent organizational culture integrates independent departments within an organization and makes them united. This union earns an organization competitive advantage over others in the market. It is not easy for the competitors to imitate such an organization.
